Our Bargaining Committee is meeting internally to analyze all of our unresolved issues and determine what our next steps will be.

MOBILIZATION NEWS:  Locals continue to mobilize across the Midwest for a  fair contract at AT&T.  It's critical we continue to follow all of the guidelines and deliver quality service to our customers.  Members are participating in informational pickets at worksites across the district.  Local 4123 members are holding weekly informational pickets in  Kalamazoo, Michigan.

CWA D4 AT&T MIDWEST BARGAINING REPORT #53 

 May 17, 2012

Our Bargaining Committee met yesterday at the full table and reached TA's on a few more local issues.

Currently we are holding internal discussions to assess what progress we have made and determine our next steps.

MOBILIZATION NEWS:  It was a sea of red across the Midwest today as members demonstrated their solidarity and support for a fair contract. On the job members are making sure they provide the quality service to each and every customer!  They are being careful to follow all of the company's guidelines and safety rules.  Locals continue to hold informational pickets.  Local 4818 in Bloomington, Indiana adopted the slogan "The road to a fair contract starts in Bedford, Indiana" meaning our power to get a fair contract comes from EVERY MEMBER, even the ones from small towns!  Below are 4818 members holding a spirited informational picket this morning.

Negotiations continue at AT&T Midwest.  This afternoon informal discussions took place around a  broad range of issues.

MOBILIZATION NEWS:  Locals continue to mobilize across the Midwest for our Fight for the American Dream!  Locals are holding informational pickets throughout the day.  On the job, members are wearing colors to demonstrate their solidarity and support for our bargaining committee.  On the job, members continue to provide quality service for our customers.  There are reports of testy managers!  Remember,  they are stressed that at any minute they may have to step in and do our work,  so be sure to follow all of the company guidelines and perform all work safely!

Negotiations continue at AT&T Midwest.  Yesterday there were lots of informal discussions.

Our Committee also held discussions with Committees from other tables about economic proposals.  We will continue to work on that.  We expect to return to the table this afternoon in the Midwest to continue our work on local issues.

MOBILIZATION NEWS:  Locals across the Midwest continue to mobilize for a fair contract at AT&T both on and off the job.  Locals are contacting elected officials to ask them to sign letters to send  AT&T calling on them to reach an agreement with CWA.  On the job, members continue to provide quality service and are making sure they follow all of the companies guidelines!

Negotiations at AT&T Midwest continue.  Informal discussions took place over the weekend.

Negotiations are set to resume this afternoon with our full committee.  We expect answers from AT&T on questions we raised in negotiations last week.

MOBILIZATION NEWS:  On Saturday Locals across the Midwest were busy attempting to organize AT&T resellers at over 100 locations.  On the job, members continue to take the time to provide quality service for our customers and are making sure all work is performed safely.

 CWA D4 AT&T MIDWEST BARGAINING REPORT #49

May 11, 2012

Negotiations continue at AT&T Midwest.  Our Bargaining Committee bargained late into the day on Thursday.   We made meaningful progress on clearing the decks of many of the retrogressive proposals AT&T had around contract language.

We also made some progress on employment security and issues of concern around contract language and letters of agreement. However, we are still far apart on major issues.  We expect to spend today and the weekend in informal talks around economic issues.

MOBILIZATION NEWS:  Members continue to mobilize across the Midwest for a fair contract.  Locals continue to hold informational pickets and are preparing to be out in force tomorrow organizing AT&T resellers.  Local 4100 members in Detroit Michigan at the Dearborn Harvard garage continue to make sure ALL trucks are wrapped in yellow until we have a contract!

Negotiations continue at AT&T Midwest.  Discussions are currently taking place at the Full table and in Subcommittee meetings on a broad range of issues. We are starting to see some movement on issues of contract language and letters of agreement.  Our Committee remains prepared to work around the clock to try to move these negotiations forward.

MOBILIZATION NEWS: Members across the Midwest were all decked out in red today to demonstrate their solidarity and support in our fight for a fair contract.  Members continue to make sure they follow all of the companies guidelines on each and every job! Local 4340 members signed thousands of  pledge cards to demonstrate they are supporting our  Bargaining Committee.

Negotiations continue at AT&T Midwest.  Our Bargaining Committee is currently involved in Subcommittee discussions around a broad range of issues.  Our goal over the next few days is to make meaningful progress on numerous smaller retrogressive issues of contract language that are still on the table.  Our committee is prepared to work around the clock to try move these negotiations forward.  We will see if AT&T is willing to do that or not over the next few days.

MOBILIZATION NEWS:  Locals across the Midwest continue to mobilize for a fair contract.  Local 4217 members held an informational picket this morning in East St. Louis, Illinois.  They hold these pickets every Monday, Wednesday and Friday. Members continue to inspect their trucks to make sure they are safe and continue to perform quality work.

Informal talks are continuing today with no progress to report at this time.  Our committee is available anytime of the day or night to meet whenever AT&T is ready to make some progress.

MOBILIZATION NEWS: Locals continue to mobilize across the Midwest.  Yesterday, Locals held worksite meetings and members marched into work together to demonstrate they are standing in support of our Bargaining Committee.  On the job, members continue to follow all of the company's procedures and are performing quality work safely. Yesterday in Indiana, Local 4900 members were on a grievance strike.  While this action was not authorized by the International or Local, it is great to see the Unity and members engaged in concerted activity.

  CWA D4 AT&T MIDWEST BARGAINING UPDATE #45 

May 07, 2012

Negotiations continue with AT&T Midwest.   Late Friday night there was some small positive movement from the Company on Health Care however both sides are still far apart.  While we made some small progress on other issues as well, the Company remains unwilling to remove all of their retrogressive demands from the table.  We continue to send a clear and consistent message to management across the table that we need to have a contract that leaves members better off at the end than the beginning--that is the American dream that we are are fighting for.

MOBILIZATION NEWS:  Locals across the Midwest are working safely and taking all necessary steps to perform a quality job.  In Michigan and Wisconsin members were not in the volunteer spirit on Friday! Local 4309 members held informational pickets all day on Friday as well.

 CWA D4 AT&T MIDWEST BARGAINING REPORT #44 

May 04, 2012

Informal talks took place at AT&T Midwest after our Committee presented the Company with our economic proposal yesterday.  

"Informal talks" means a more free flowing discussion of concepts in small groups from both sides, rather than exchanging written proposals back and forth with the full committees (that would be "formal talks").  The most difficult problems in negotiations are often solved by discussing them informally first to get close in concept, then moving to formal written proposals to nail down the details.  

While it is this kind of dialog that will help us get a contract, it is not a magic wand and the two sides can engage in good discussions, but still end up too far apart finding common ground.  

There is no progress to report at this time.

MOBILIZATION NEWS: Members continue to mobilize across the Midwest for a fair contract.  Today in Indiana, Local 4900 members showed up at work on crutches, wearing scrubs and bandages to let  AT&T know our Health Care matters! Locals are preparing for work site meetings on Monday.  Locals will hear from their State Mobilization Coordinators about activities for next week, so stay tuned.  Remember to follow all of the company guidelines and safety procedures.

 CWA D4 AT&T MIDWEST BARGAINING REPORT #43

Negotiations continue at AT&T MIdwest.  Following the small progress yesterday, our Bargaining Committee presented an economic proposal today.  Our proposal, while addressing the Company's concerns would clearly make members better off at the end of the contract than at the beginning. We expect negotiations to continue throughout the day.

MOBILIZATION NEWS:  It's a sea of red today across the Midwest as members demonstrate their solidarity for our fight for a fair contract.  Many members are also participating at solidarity actions in support of our sisters and brothers at Verizon.  There are actions at over 25 Verizon Wireless stores today across District 4.  Meanwhile, at AT&T, members are working safely and taking all necessary steps to perform a quality job. It's CRITICAL that we continue to keep the heat turned up so AT&T understands we are prepared to do WHATEVER IT TAKES to win a fair contract!

Our full committee met today.  There was some progress to report with AT&T taking a few retrogressive items off the table and resolving some issues.  In addition, informal discussions took place on a broad range of issues.

Negotiations will continue tomorrow and will likely focus on economic issues.

MOBILIZATION NEWS: Mobilization continues to heat up across the Midwest.  In Indiana, Local 4900 members are holding weekly Health Care Days to make sure AT&T understands our Health Care matters!  Locals continue to hold informational pickets, work site meetings, and are making lots of noise to make sure AT&T understands WE ARE PREPARED TO DO WHATEVER IT TAKES for a fair contract!

Last week members across the Midwest sent the Company a strong message that we are SICK and TIRED of the lack of progress in negotiations.  It is time for them to back off their retrogressive proposals and address our key issues.
 
Our Bargaining Committee remains willing and able to find a path to a fair contract.  That contact, however must meet our overall goal, that the standard of living of CWA members are better off at the end of the contract then they were at the beginning.  That employment security, fair treatment and secure retirement are better for our members at the end than at the beginning. That is what the American Dream is and that is what we are fighting for.  We hope that in negotiations this week AT&T shows us that they are serious about getting down to business and reaching a fair agreement.  Over the next few days we'll be able to tell if they have heard us or not.
 
MOBILIZATION NEWS:  Members across the Midwest continue to mobilize on and off the job.  On Saturday, Local 4217 had a great turnout at their informational picket in East St. Louis, Illinois.  Members are prepared to WHATEVER IT TAKES to win a fair contract!

In spite of extremely hard work by our Bargaining Committee over the past two months, there is no new progress to report.  All of our major issues remain unresolved at this time.  On issues like: employment security, justice for employees in appendix F & G and  much more, our committee has presented realistic proposals, but AT&T has not made a serious response to any of them.  The Company also still has major retrogressive items on the table.  Our Bargaining Committee wants all of us to understand, that unless something happens to change things, bargaining seems to be stalling out.

It is critical we send AT&T a strong message we are SICK and TIRED of hearing no new progress to report!!  It is up to us, to make something happen that will change things at the table.

MOBILIZATION NEWS:  It is a sea of red today across the Midwest.  Members continue to perform Quality work Safely.  Tonight there is a Union Hall Call at 7:30 PM ET.  CWA activists from across the country will join the call to discuss their participation in 99% Spring Training and the next steps we are taking to fight back against the attacks on our rights and democracy. Yesterday negotiations took place in  Subcommittee and at the Full Table.
 
While there is no new progress to report, our Bargaining Chair, Jerry Schaeff stressed once again to the Company, its time to back off all of their retrogressive proposals and address our members key issues.  They enjoy huge profits because of the work our members do each and every day.  It's time for them to recognize the contribution our members make by continuing to provide good middle class jobs.  The path to a fair contract cannot be all about what they want us to change.  The path to fair contract has to be a mutual recognition of the goals and aspirations of BOTH parties.  That path has to be a two-way street.  Our bargaining committee continues to be available at any time of the day or night to have serious negotiations about a path forward.  The question is, what will it take to get AT&T to reciprocate?
 
MOBILIZATION NEWS:  Locals continue to mobilize across the District in new and creative ways.   We must make sure that AT&T understands we are united and support our Bargaining Committee, and we are prepared to do WHATEVER IT TAKES!  Local 4108 members in Saginaw are feeling labor pains and pushing hard for a contract!   Looks like something new could be born very soon.

There was not any progress in bargaining this weekend.  All of our major issues remain unresolved.

There is a conference call scheduled this evening with Local Presidents to get an update on bargaining and discuss Mobilization Strategy.

MOBILIZATION NEWS:  In Columbus, Ohio Local 4320 members distributed 4,000 "Tax Day" fliers to the public.  They asked members of their community to contact their member of  Congress and tell them to stop allowing AT&T to rip off our country by dodging taxes and killing good jobs. In Dayton, Ohio Local 4322 held a large informational picket and were joined by Brothers and Sisters from other unions.

  • We'd like to report the Company has backed off their demand of Massive Health Care cost shifting to our members, but that has not happened.
  • We'd like to report the Company has restored our Employment Security language, but that has not happened.
  • We'd like to report the Company has agreed to roll the Appendix's into the core contract, but that has not happened.
  • We'd like to report the Company has agreed to bargain for retirees, but that has not happened.
  • We'd like to report the Company has agreed to a pension increase, but that has not happened.
  • We'd like to report the Company has agreed to a fair and adequate wage increase, but that has not happened.


Our Bargaining Committee understands people are frustrated that there isn't very much information in these reports.  The truth is there is not a whole lot of new information to report!  Why?  We're evidently not doing enough to make the Company realize it's time to get serious and address our member's key issues.  There simply is not enough pressure on the Company to make them get down to business and bargain a fair contract our members deserve.

It's time for each and every member to ask themselves two questions: "What have I done to help our bargaining team get a fair contract?" and, "What am I willing to do over the weeks ahead?"

It is the answer to those questions that will determine what kind of contract we get.  Our mobilization team has a series of creative, militant ideas to help ramp up the pressure on AT&T.

Negotiations continue at the Midwest Table. There is not much to report since AT&T is not
backing off of their retrogressive demands. 

The Company still has a series of retrogressive demands that would dismantle decades of collective bargaining gains including the following:

  • Massive Cost Shifting to our members on HealthCare
  • Elimination of our current Employment Security language to expand offers to any AT&T company with the United States
  • Elimination of Economic Protection
  • Elimination of Pooling and Bumping language
  • Inadequate wage increases
  • No Pension increases
  • Unlimited Mandatory Forced Overtime ( District Wide)
  • Refusal to bargain for current retirees
  • Wiping out gains we made in Appendix F
  • Elimination of Paid Sick Time


Our goal remains the same: To assure that members are better off at the end of this contract than at the beginning. 

MOBILIZATION NEWS:  To win the contract we deserve, we know we must make it absolutely clear to the company that CWA members across the Midwest support our Bargaining Committee and will do Whatever It Takes!  We need each and every member to get involved in our Fight for the American Dream. We have to RAMP IT UP NOW!

Negotiations continue with AT&T Midwest.  Our Bargaining Committee is analyzing the Company's latest wage and benefit proposal and preparing counter proposals to present to the Company.

The Multi District Benefits Working Committee will also be meeting this afternoon to discuss options available for benefits.

The following message is from Our Bargaining Committee:

"The members of the elected Bargaining Committee want to thank Locals that are sending gifts to us.  As you can imagine the Committee feels pretty removed from everyone here fighting with these people everyday and it sure brings our spirits up when we get gifts from home so to speak, so thanks again and keep thinking about us and we'll keep Fighting for our Union."

MOBILIZATION NEWS: Yesterday,  Locals across the Midwest were out leafleting at Post Offices across the five states blowing the whistle on AT&T for dodging taxes.  They called on our members and the public to contact their member of Congress and tell them to stop allowing AT&T to rip off our country by dodging taxes and killing good jobs.  In many locations CWA Activists were joined by 99% Spring Training participants and other Community Organizations. On the job, members continue to perform Quality Work Safely!

Today in negotiations the Company presented an economic proposal which contained a very small move on Health Care cost shifting. Unlike in their previous proposals, the wage increase for Prem Techs matched the base wage increase the Company proposed for other employees. However, this proposal was still clearly inadequate and there is still a lot of distance between the Company's position and our position.

The Company rejected all of our proposals for Job upgrades and Wage Zone upgrades.

MOBILIZATION NEWS: It's Tax Day and Locals across the Midwest are Blowing the Whistle on AT&T for not paying their share in Taxes!  AT&T paid an average of only 2% in state taxes from 2007-2010 and less than 2% in federal taxes in 2010 and its lobbying the Federal Government to lower corporate taxes even further!  Locals in all five states distributed fliers at Post Offices to let the public know  AT&T paid TWO percent or Less in Federal taxes.

Negotiations continued at the Midwest table over the weekend.  While we have made some progress on minor local issues, all of our major issues remain unresolved.

Perhaps management doesn't believe CWA District 4 members are prepared to do WHATEVER IT TAKES to win a fair contract.  We need to show them they're wrong!  We need every member to get involved and participate in our Mobilization activities.
It's time to step up and make sure we ramp it up!

MOBILIZATION NEWS:  Members across the  Midwest continue to mobilize for a fair contract!  Local 4320 C&E members are concerned management isn't hearing our message.  So every thirty minutes they stand and shout  "We Want a Contract!"  Local 4900 members in Mishawaka, Indiana sure understand Solidarity!   Members continue to provide  quality  service and are following all of the company's safety procedures.  Locals are ramping up for Tax Day  tomorrow.

Today in negotiations our Committee presented the Company with proposals on:

  • Economic Issues including Health Care
  • Article 26 Employment Security
  • Scheduling around Vacations

 

We continue to show we are seriously interested in reaching an agreement.  However, the  Company has to demonstrate they are willing to address our  issues including:

 

  • Employment Security
  • Appendix F, G, and COS
  • Retirement Security


MOBILIZATION NEWS:  Members across the Midwest are working safely and taking all necessary steps to perform a quality job.  Of course yesterday, members were all decked out in red!  In Detroit, Local 4100 members have thrown a little yellow into the mix.  They have tied yellow ribbons to their truck antennas and say "THE RIBBONS WILL STAY UNTIL WE SAY YES!"

Negotiations continue with AT&T Midwest.  While there has been some progress on minor local issues, all of our major issues remain unresolved.

Today our committee is working on preparing a health care proposal and continuing to work on local issues.

MOBILIZATION NEWS: AT&T members across the Midwest have been attending 99% Spring Training Sessions.  In a session last night in Milwaukee, WI 4603 members, along with other community activists, made picket signs and plans for our April 17 Tax Day Action.  This week sessions are being conducted in Indiana, Michigan, Ohio and  Wisconsin.  So far 146 District 4 members have participated in these trainings, and more are scheduled to attend.  On the job members continue to perform Quality work Safely! Locals continue to hold informational pickets and are making lots of noise!

Yesterday Subcommittee meetings took place and discussions were held on  Attendance and Employment Security. While there was some minor progress on Article 26, Employment Security, we are still far apart.

On our AT&T Midwest Union Hall Call last night D4 Vice President, Seth Rosen stated the following:

"Perhaps the most important issue to us is Employment Security. We are fighting to improve our contract language, including extending employment security provisions to more of us.  We began to build the foundation of our employment security provisions seventeen years ago in 1995 bargaining. We always have an ambitious list of demands to improve it.  While we don't usually get everything that we ask for, in every single round of bargaining since 1995 we have made our employment security language stronger and better than it was the contract before. AT&T, on the other hand wants to water it down, for example making our employment security commitment a job offer anywhere  in America rather than a job offer much closer to home as our contract provides.  Our bargaining committee has sent a clear and unequivocal message to AT&T: WE ARE NOT MOVING BACKWARDS ON EMPLOYMENT SECURITY WE ARE MOVING FORWARD!"

MOBILIZATION NEWS: Over 3,000 activists joined our Union Hall Call last night  to learn the latest in our Fight for a Fair contract at AT&T Midwest.  Local 4050 President, Dave Skotarczyk gave a Mobilization Report and stressed how critical it is for every member to join our FIGHT to win a fair contract with AT&T!  Our  Bargaining Committee and D4 Vice President, Seth Rosen reported on the status of our negotiations and answered questions from our members.

Brothers and Sisters,

After five weeks of bargaining with AT&T, it's clear to us, as a committee, that the Company is not willing to move on or address any of our major issues. In fact, it might be fair to say, we are farther apart than we have been on addressing our key issues so far.

We feel that our proposals that we've made to the Company have shown willingness to negotiate in good faith. Proposals that can address our needs, as well as the Company's. We feel that we have shown a willingness to solve issues and problems that benefit all of us.

The Company however, has brought forth a series of retrogressive demands that would dismantle decades of collective bargaining gains. Some of these examples are the following:

➲Massive Cost Shifting to our members on HealthCare

➲Elimination of our current Employment Security language to expand offers to any AT&T company within the United States

➲Elimination of Economic Protection

➲Elimination of Pooling and Bumping language

➲Inadequate wage increases

➲No Pension increases

➲Unlimited Mandatory Forced Overtime (District wide)

➲Refusal to bargain for current retirees

➲Wiping out gains we have made in Appendix F

➲Elimination of Paid Sick Time

We feel  that all of you should be as disgusted as your committee with the Company's unwillingness to negotiate with us. Especially when you consider that AT&T continues to rake in billions of dollars in profits every year.

YOUR actions will define our movement in this fight against AT&T and their ideology versus ours. This Company will not move without your militant actions. We need your strong militant actions to bargain a contract that meets the needs of our members. We will win what we have the power to win. We need you to get us that power!

          CWA D4 AT&T MIDWEST BARGAINING REPORT #23

At the end of a long day of bargaining, our Committee made a series of proposals that would fairly address many of the major issues of concern to our members.  The company responded a few minutes ago with a proposal that is too little and too late.  It is clear that we will not reach an agreement tonight.  We will not be extending the contract and have the ability to strike at any time, but for now will continue to work.  The talks are recessed for the night and will resume tomorrow when we hope we can begin to make progress on a fair contract that addresses the needs of our members. 

MOBILIZATION NEWS:   This begins Mobilization Phase 3-Strike Standby.  Detailed information will be shared on Easter Sunday  with Local Presidents at our meeting in Angola, Indiana.  We will also share more detailed information about the unresolved issues  and review our strategy.   While we made the decision not to strike at this time and report to work as scheduled, it will not be business as usual!  We are in the fight of our lives.  Management needs to see the difference between last week and this week.

AT&T Contract Expires, CWA Members Will Report to Work as Negotiations Continue

Just before  midnight, April 7, 2012

Brothers  and sisters:

Our  contract with AT&T Midwest will expire in just a few minutes. At this time,  we still have many issues unresolved.

We have  made some progress but we have a lot of ground yet to cover to get the contract  CWA members deserve from the company we've made so successful.

As of  midnight tonight, we will be working without a contract. At this time, CWA  members at AT&T Midwest will continue to work, though that can change at  any time. We're keeping our options open as we focus on reaching an agreement  that maintains our standard of living.

Working  without a contract means that the terms of our contract will remain in effect.  Wages, working conditions and benefits like health care will continue  unchanged, with the exception of arbitration for grievances. Mobilizers and  locals have more information on exactly what it means to work without a  contract, so be sure to check in with your local and check out www.cwaatatt.com.

We are  keeping our option to strike at hand. AT&T is a very successful company,  posting profits of $20 billion last year.

We need to  continue to bargain hard and all CWA members in D4 need to stand tough, to  support our bargaining team and make sure the company knows we mean business. There  are mobilization actions and events starting tomorrow throughout our District.  We have plans for inside actions as well as public events. But we need every  CWA member and retiree to stand up and be a part of this fight to hold on to  the American Dream.

And we must  be a part of the 99% Spring trainings that will be held in every state the week  of April 9-15. We must share our fight at AT&T with other 99% Spring activists  participating in our communities and make the fight to keep our standard of  living a part of 99% Spring actions. That way, more than 100,000 99 % Spring  participants will be taking on our fight, just as we'll stand strong for  theirs. Together, our voices will be heard.

What  happens in these negotiations affects all of us. And only by standing together will  we succeed in keeping our standard of living.

At the end  of the day, when this round of negotiations is finished, we will have achieved  our goal that when the entire package is added up, including wages, health care  and other benefits, and all other improvements, every single member, from the  lowest paid to the highest, will be better off at the end of the contract than  they were at the beginning.

Our Bargaining Committee just received a package proposal from AT&T.  While the proposal included a little movement on health care, both sides are still far apart.  The package also included clearly inadequate versions of employment security and the national transfer plan that is also far from acceptable.  In addition, their package continued to include significant retrogression.

Our committee will be consulting with other committees around the country and preparing a coordinated response.  The hour is late, but our committee continues to work and bargaining hard to try and find a pathway to bridging the huge gap between them and us.  The pace of progress is slow and frustrating.  But, our committee knows that our members are standing behind them.

MOBILIZATION NEWS:  Tonight members across the  Midwest are gathering at Union Halls and holding candlelight vigils as we rapidly approach contract expiration.  They are prepared to do whatever it takes to win a fair contract.

 Our Committee, in coordination with our other Committees around the country, worked late into the night on a package of proposals to present to AT&T this morning.

The package includes substantial wage increases for all employees, pension improvements, small increases in health care cost share, keeping our employment security commitment and successorship language.

We told AT&T that we have made a serious proposal to move negotiations forward and it was time for them to make one too.  They need to recognize that their demand for 32% cost share of health care, inadequate wages for everyone, especially Prem Techs, and their other retrogressive demands are totally and completely unacceptable to our Bargaining Committee and our Union.

The company needs to realize that we have fought for more than a decade for our employment security commitment and we are not moving backward on employment security.  They need to realize that our contract must improve the standard of living for every CWA member.  We are prepared to work all day and all night to reach a fair agreement.  The ball is in their court.

MOBILIZATION NEWS:  With only 12 hours until contract expiration, members have packed up their desks, turned in keys and badges, and are putting on their walking shoes!  Many Locals have candlelight vigils planned for tonight. They're not counting on the Easter Bunny to deliver a fair contract.  They're prepared to FIGHT to reach a new agreement that is fair and meets the needs of our members.

The Union has been extremely busy in both full committee and subcommittee sessions all day.   We expect talks to continue later into the evening.

The Company presented a Health Care proposal.  While there was a little movement on their part in the second year, it would still have us paying 32% of the overall cost by 2015.  Currently we pay around 18%.

The Company also presented their first wage proposal which was woefully inadequate.

While there is movement from the Company, it is too little...though it is not too late for them to get serious and make proposals that will address the concerns of our members.

The time has come to see significant movement from AT&T.

In negotiations today, our Committee rejected the Company's  Health Care proposal that would have us pay 32% of our cost by the end of the contract and stressed, in no uncertain terms, this is unacceptable!

Our Committee presented a counter-proposal on Health Care that emphasises wellness so employees can stay healthier and slow down the growth in health care costs.  This is something both sides could work together on and share in any cost-control success.

MOBILIZATION NEWS:  Last night we held our first AT&T Union Hall Call and over 7,000         activists from across the country joined in.  There were Mobilization reports and bargaining updates from all four tables.  District 4 Mobilization Coordinator Jane Phillips  reported "In  District 4, we've ramped-up mobilization to a whole ‘nother level!  We'll get the contract we deserve.  We just need to stand strong and stand together!"  District 4 Vice President Seth Rosen stated, "We  are working hard to assure that we meet our goal of every member being better off at the end of this contract than the beginning."  To hear last night's call click here:

In negotiations yesterday the Company presented a counter to our Health Care proposal.  

While it lowered the premiums slightly in the first year, their proposal was unchanged other than how they're expressing their goals.  Instead of a fixed dollar amount, they want  employees to contribute 32% of the overall cost.  This amount would go up each year as Health Care costs increase!

Our Committee was OUTRAGED!  With only 3 days until our contract expires, the Company isn't backing off of their demand that we pay 32% of health care costs even though we have told them before that this is unacceptable.  It's time for the Company to get serious and address our members' key issues.

Today the Union presented a counter proposal on Health Care that continued to include our Wellness Plan and also included a 'trigger' that would provide additional dollars in HRAs if the Wellness was successful at reducing the rate of growth of Health Care costs.  We explained to AT&T that we should work together to help bring down costs, not simply fight over shifting costs.


With only six days until our contract expires, our Bargaining Committee is working hard to reach an agreement.  They need our support!  It's not clear Management is getting the message our members are FIRED UP and prepared to FIGHT for a fair agreement. Let's show them we're behind our Bargaining Committee and demand AT&T take the High Road and continue to provide good middle class jobs.

 

MOBILIZATION NEWS:  Locals across the Midwest continue to hold Informational Pickets as we countdown to Contract expiration.  Locals have started strike preparations and are encouraging members to pack up any personal items and take them home. Last night the Company came after Appendix F by rejecting our proposal to move Appendix F into the Core Contract.  It gets worse!  The Company wants to gut what little protection we have under Appendix F by eliminating the following:  Guaranteed Weekend Off, Sunday Premium, Day After Thanksgiving Holiday, Carry Over Vacation, Sick Pay, All Economic Protections for Core Surplus, Changing Schedules Without Notice and Cancelling Hours Without Notice.

 

 

STRIKE VOTE RESULTS:  92% of members in District 4 voted YES to authorize a strike!

Across the Nation 93.5% of the members voted YES to authorize a strike!!!

With only a week until our contract expires we need every member to stand up and show the Company we're not interested in TAKE BACKS we're prepared to FIGHT BACK!

Today our Benefits Sub Committee, in consultation with the other tables will be working on a response to the Companies benefit proposal.

Negotiations will reconvene this afternoon at the Midwest regional table.

Management still has a series of massive retrogressive proposals on the table including: Health Care, Pensions, Employment Security, Vacations, and much, much more.

Our Bargaining Committee is prepared to work all weekend to move into serious talks.

CWA D4 AT&T MIDWEST BARGAINING REPORT #13

Today our full committee met with AT&T and had detailed discussion about measuring the costs of the Health Care proposal that we made on Monday.  You may recall from 2009 that one of the challenges we faced was that CWA and AT&T measured the costs of Health Care in different ways.  It was only when we found a common way of measuring costs tha...t we were able to bargain effectively on the issue. We began these negotiations much further along than we were in 2009 in understanding Health costs, but we still had some work to do to make sure that we are using the same terminology and methods to calculate costs.  After today's discussion, while we still have differences we have definitely made some progress in understanding how we account for each of our positions.  That's the good news.  The bad news is that their position and our position, by any accounting, are still very far apart. 

Later today, AT&T rejected our proposal across the table, and told us that they don't like the fact that our wellness proposal adds to their Health Care costs and decreases the percentage that our members currently pay.  They made a second proposal that still shifts significant amounts of their costs to us.  There are a few small changes, but there is a very big gap to bridge.  It was a small step forward that they acknowledged the need for wellness programs in their proposal.  However it was not enough of a wellness program to bring costs down rather than shifting an ever increasing percentage of costs to us.

MOBILIZATION NEWS:  The time is NOW to ramp up our mobilization activities.  While there has been a lot of great activity going on, it has not moved the company to back off their retrogressive demands.  Lets RAMP IT UP!

Negotiations continue at the Midwest table with no real progress to report.

Our Bargaining Team informed the Company the time is now to get serious if they wish to have any chance to reach an agreement.

The first step would be for the Company to pull ALL retrogression off the table and get down to business.  

We've made practical realistic proposals on issues our members identified as their priorities.

Employment Security, Scheduling Improvements and Rolling Appendix F and G into the core contract are a few examples.

CWA AT&T MIDWEST BARGAINING REPORT #11

Negotiations continued yesterday with very little movement. With only twelve days until our contract expires the Company continues to hold on to their retrogressive demands.

The Company rejected several of our proposals dealing with scheduling issues.  Our Committee continues to pursue issues around fair scheduling to allow our members to have some quality family time and a life outside of work.

Our Committee stressed we understand the needs of the business however, the Company must understand the needs of our members and their family.  We need to strive to find a way to work together and not continue the "just say no" approach the Company has taken.

It appears AT&T is not getting the message that, at a profitable Company, we expect  to move forward not backward.  Perhaps they are not getting the message because they cannot hear us.  Perhaps it is time to start  MAKING A LITTLE MORE NOISE!

CWA AT&T MIDWEST BARGAINING REPORT #10

Negotiations reconvened today and our Committee presented a counter proposal on Health Care Benefits.  The proposal focussed on a wellness plan that would help our members stay healthier and help contain health costs for both AT&T and our members.

On the first day of bargaining D4 Vice President Seth Rosen stated our position on shifting Health Care costs to our members in his opening remarks:

"In our last round of negotiations, we made significant changes to the costs that employees paid.  That, combined with significant reductions in the size of the workforce, had reduced the total health care costs that AT&T pays for employees under this contract over the last three years.  We believe that sets the stage for a different approach to health benefits in these negotiations. An approach that focuses on reducing total costs through values-based programs targeted at specific chronic conditions that account for 84% of health care spending in America.  We feel strongly that this will be a more effective way to bring total costs down than more cost shifting. "

Mobilization News: Membership mobilization is starting to heat up!  Today across the Midwest Locals held Informational Pickets.  Locals are in the process of conducting strike votes and will complete them by March 30.

CWA AT&T MIDWEST BARGAINING REPORT #9
March 23, 2012

 

Yesterday the Company presented retrogressive proposals for the Global COS contract.  They want  to eliminate sick time, change vacation pay, holidays and benefits.  At both tables the Company has refused to back off of their retrogressive position.  The Company continues to refuse to bargain for our Retirees.

The Union presented 17 proposals in an attempt to start positive negotiations.

Negotiations will reconvene today and our Sub-committees continue to meet on Benefits, Leverage Title/Service Rep. and Employment Security Issues.

It's clear AT&T wants to take the Low Road however, our Bargaining team remains strong and determined to detour the Company to the High Road.

Mobilization News: It was a sea of red across the Midwest yesterday as members demonstrated their solidarity for our Bargaining Team.  In Flint Michigan,  Local 4103 members are following company practice and putting safety first!

Locals across the District are gearing up for Informaitonal Pickets next week.

Mobilization report for the week of March 19th


On Monday, Tuesday and Wednesday Local 4123 continued to hold morning meetings outside of the garages and at inside work locations to keep our members engaged and up to date on bargaining reports. We are continuing with a strong solidarity, wearing our CWA red shirts and not entering our work locations until start time. Throughout the workplace members are ensuring that they perform quality work on behalf of their customers. The outside techs continue to work safely, performing truck inspections and working safe in the field. They are particularly careful in using their safety gear for protection from the continued use of sub rate contractors.

As AT&T continues to sicken us through their bargaining actions, on Monday members across the Local were showing signs of injury. They were busy throughout the day administering first aid and assisting each other through their work shift.

The Consumers group and the techs in Kalamazoo had "meet and greets" with the managers being trained to do our jobs. They did a fantastic job showing them just how welcome they are in the Local.

Everyone across the Local is geared up and ready to do whatever it takes to support the Bargaining Committee in their efforts to secure a fair contract this April.

 

CWA D4 AT&T MIDWEST BARGAINING REPORT # 8
March 21, 2012

The Company rejected our proposal to put appendix G in the Core Contract.  They presented a counter proposal to change their holidays, vacations and eliminating the Employment Security Memorandum of Agreement (JOG).

The Union presented a proposal on successorship language.

Our Committee also raised concerns about the continued use of contractors and outsourcing overseas and demanded this work be returned to the bargaining unit.

Currently our Committee is preparing counter proposals to the Company's retrogressive demands.

Sub-committees are also meeting on Benefits and Leverage Title issues.

Mobilization News:  On March 19, Locals across District 4 mobilized for health care.  They distributed health care brochures and members showed up at work in scrubs, wearing stickers, in wheelchairs and on crutches.  They called on AT&T to take the High Road and continue to provide quality health care benefits to the employees who built this Company.

CWA D4 AT&T MIDWEST BARGAINING REPORT # 7

 

Yesterday our Bargaining Team presented proposals to the Company on job upgrades and introduced a new Memorandum of Agreement for the proper use of Performance Plans.

The Union's position is Performance Plans should be used as a coaching tool to improve performance, not as a vehicle to discipline employees.

The Company presented more retrogressive proposals concerning our Grievance Process, detail assignments, differentials and Holidays.

They want to take away some of our fixed Holidays and replace them with floating Holidays without a guarantee you would even be able to take them!

The Company also presented language gutting our Home Garaging and Monitoring Memorandum of Agreements.

MOBILIZATION NEWS: Yesterday it was a sea of red and orange across the Midwest. In Columbus, Ohio Local 4320 members demonstrated their Solidarity by hanging red bandannas on their visors. Inside, members posted mini picket signs calling on AT&T to Take the High Road.

Locals are gearing up for Health Care Day on March 19th.

CWA D4-AT&T Midwest Bargaining Report #6  March 13, 2012

 

Yesterday the  Company presented a proposal to eliminate premium time on Sundays and ALL double time.

They also want to eliminate the guaranteed weekend off language and increase the amount of time employees can be R.L.T. or part time before they are changed to regular full time status.

In addition, they want to eliminate the Memorandum of Agreement on Demand Time Off.

They have presented a proposal to remove the voluntary language in the four-day work week Memorandum of Agreement.  Under their proposal they would decide the work groups that work  four days and it would be mandatory.

Speaking of Mandatory, the Company proposed language to have Mandatory Overtime in all five states with NO caps!

Our Committee stressed we are not going to move backwards in our contract.  The Company has prospered thanks to our dedicated members on the front lines who are responsible for keeping customers satisfied and loyal to AT&T.   We will not allow the Company to take advantage of our members for the sake of their profit margins.  We expect to move forward and call on AT&T to take the high road and reward the employees who have made this Company what it is today.

Mobilization News:  Spring is in the air and members across the Midwest are starting their cleaning early.  Locals report members are fired up and prepared to do Whatever it Takes to win a fair contract with AT&T.

CWA D4-AT&T Midwest Bargaining Report # 5

The Company proposed major changes to Article 26 including the OUTRAGEOUSNESS ELIMINATION of all Employment Security language including pooling, bumping and pay protection.

The Company presented a proposal on attendance.  Under their proposal employees would not receive any pay when they are off work due to personal absence of seven days or less.

The Company also presented a proposal on vacation time.  Under their proposal employees no longer would be able to carry over any unused vacation time into the following year.

 AT&T Midwest Bargaining Report #4


 The Company presented a benefit proposal with major retrogressive items. The proposal would create different medical plans for current employees and those hired after April 7, 2012. The monetary differences between the current plan and the proposed plan are substantial. The premium for current employees for medical insurance would double in 2013 with the provision... that the rates can change at the sole discretion of the Company from time to time!
Deductibles are greatly increased. For current employees the deductible would raise to as high as $3,200.00 family in Network and $8,200.00 family out of Network. These amounts can be adjusted at the Company's discretion based on medical trend!
Under their proposal employees hired after April 7, 2012 would be covered by a different plan. The premium contribution is based on "annual rate of pay". There would be two categories, those making less than $50,000.00 a year and those making more than $50,000.00.
Out of Pocket Maximums would be increased for all employees in this proposal. For current employees the Out of Pocket Maximums would go to $9,000.00 family in Network and $18,000.00 family out of Network.
Under the new pension proposal all employees hired after January 1, 2003 would have pension accruals under the defined benefit pension plan cease. They would be eligible for a pension benefit under the BCB2 plan beginning 1/1/2013.
Our Benefits Sub Committee continues to analyze the benefit proposal the Company presented. However, from the details above it appears AT&T wants take the low road. Our job is to convince them to stay on the high road and provide good Middle Class Jobs and Benefits.
Yesterday the main table met and the Union presented several proposals.

 CWA D4-AT&T Midwest Bargaining Report #3

On March 1st the Company spent most of the day going over their presentation on Employee Compensation. They believe the wages and benefits they provide are way above the National Average. Our Committee disagreed with the Company's misleading information and reminded them these wages and benefits are the result of decades of Collective Bargaining. Our Members have made this Company what it is today. Their dedication and hard work has allowed AT&T to rake in BILLIONS in profits each year. Our Committee suggested they compare their profits, revenue and leadership compensation to the National Average. The problem isn't with our wages and benefits, the real problem here is the attack on the Middle Class. After a lengthily discussion the Company presented three proposals and the Union presented two.

Perhaps Management doesn't believe CWA District 4 Members are willing to do WHATEVER IT TAKES to protect our standard of living. We need to show them they're wrong. That is why it is so important to get involved in Mobilization Activities.

As we open bargaining in the Midwest, CWA understands that both the union and the company face difficult issues to resolve. Even in these difficult times of economic crisis and changes in the industry, AT&T is a very successful and profitable company. We believe that AT&T has a responsibility to help America by being a leader for economic growth, continuing to provide good, middle class jobs. This is not the time to be lowering the standard of living for employees, diminishing benefits, or putting jobs or secure retirement at risk. It is the middle class that is the engine of growth in our economy, and a strong middle class will help make companies like AT&T even more successful in the future. The American dream that built the world's first middle class created good jobs and strong communities across the country. AT&T should be helping to rebuild that American dream.

In these negotiations with AT&T/Midwest Region over the contract that expires on April 7, 2012, we must make sure AT&T addresses our members' key issues. Perhaps the most important question is: Will AT&T work with CWA and its members as it develops strategies to meet a changing competitive and technological environment, or will it take the low road of layoffs, cost shifting, and outsourcing?

The communications industry has grown rapidly over the last decade and continues to grow in many areas. The landscape continues to change with major developments, like the Verizon-Cable deal, reshaping the industry. The wireless, broadband, and video segments of the industry continue to expand significantly and, thus, add significant value to the network infrastructure that our members built and maintain. In recent years, the explosion of "over the top" video services has further enhanced the value and importance of high speed wired networks.

AT&T is the most successful company in the industry, in large part because it has chosen a strategy which depends upon products and technologies which can best be brought together in bundled offerings, relying on union members to provide the highest quality customer experience. This is in contrast to the low road taken by some of its competitors. A quality workforce needs quality benefits, pension, wages, and employment security.

A critical issue in this coming round of bargaining will be to address issues which include: reducing outsourcing and offshoring of jobs, instead providing regular full-time employment in the United States, elimination of difficult and unfair working conditions, including discriminatory management expectations, unrealistic work rules, unfair discipline by managers, and commission-based pay plans.

We need to improve our employment security language and work to eliminate appendices (F) and (G) and move all employees into the main body of the CORE Agreement.

We need to protect employment by expanding opportunities to work in those areas which continue to grow and new business ventures that AT&T may enter, while protecting the benefits, pensions, and wages we have achieved over many years.

 

Health Care, Pension and Benefit Improvements

Member bargaining surveys reflect continued frustration when attempting to utilize the benefits that the union has negotiated in good faith. This can best be addressed by clear contract language that protects our right to utilize the benefits that we have negotiated. Our intent is that benefits, once bargained, will be available, without question, to our members.

In addition, increased health care costs have led many employers, including AT&T, to shift more and more cost to their employees. In our last round of negotiations, we made significant changes to the costs that employees paid. That, combined with significant reductions in the size of the workforce, had reduced the total health care costs that AT&T pays for employees under this contract over the last three years. We believe that sets the stage for a different approach to health benefits in these negotiations. An approach that focuses on reducing total costs through values-based programs targeted at specific chronic conditions that account for 84% of health care spending in America. We feel strongly that this will be a more effective way to bring total costs down than more cost shifting. We feel so strongly, we'd be willing to bet on it.

We also need to improve the quality of benefit delivery through additional union oversight and authority over health plans, building on the mechanisms that are already in place, including arbitration.

Pensions are a critical concern in this round of bargaining, as many of our members are nearing the age of retirement eligibility. We need significant pension improvements to ensure that all of our members, regardless of their job title, can retire with dignity. The lump sum pension option is selected by the vast majority of our members when they retire. Therefore, we must continue to assure that our members can choose this option. We must be sure the savings plans offered to our members incorporate effective options and protections, which will ensure that savings are there when members retire. We must continue to guarantee retirees will have the health benefits they have earned without additional cost.

 

Employment Security Means Access to the Jobs of the Future

Access to high quality job opportunities in the new communications industry, including broadband, wireless, and video, is the key to maintaining our members' employment.

We must also eliminate obstacles that exist when exercising our rights under the employment security provisions in the contract. We need access to the jobs of the future and improved voluntary transfer rights

to all entities within AT&T with seniority, benefit, and pension protection. However, increased voluntary opportunities should not in any way diminish the employment security provisions that have been negotiated over decades. The transfer systems must be strengthened to assure it provides opportunities to every employee.

We must eliminate subcontracting, outsourcing, and temporary hires as replacements for regular full-time employment opportunities.

 

Improved Standard of Living

AT&T is the largest and most profitable company in the communications industry. In 2010, AT&T recorded profits of $19.86 billion on revenues of $124 billion. For the twelve months ending September 30, 2011, profits of $11.71 billion on revenues of $126 billion.

As the dominant force in the industry, AT&T is unsurpassed in market value and revenue. AT&T's profitability and standing in the industry is a result of our hard work and productivity. We deserve our fair share in the form of a significant base wage increase for all CWA members commensurate with company profits and executive compensation.

 

 

Justice on the Job

AT&T/Midwest has approval in all five states to offer video services to the region's customers. In addition, the increasing value of high speed broadband for "over the top" video services creates even more opportunities for proving services to customers. This should provide additional regular full-time job opportunities and allow the company to effectively compete with the cable industry and their new partner Verizon. The critical link between AT&T's strategy and its success is the workforce of CWA members.

The elimination of mandatory overtime is critical to reduce stress on our members and their families. Elimination of such overtime would also create additional job opportunities.

The misuse of performance management plans in all departments is a serious problem. Mandatory overtime, inflexible schedules, pressure to sell, monitoring, GPS, harsh attendance and adherence policies, continue to plague our members. When attempting to resolve on the job problems through the grievance procedure, we are frustrated by delays and managers lacking the authority to resolve problems or settle grievances.

 

 

We are Fighting for the American Dream

These are difficult and complex issues. Fortunately, we have an outstanding Bargaining Committee that, under Jerry Schaeff's leadership and the assistance of Ron Honse, is experienced, dedicated, and smart. We pride ourselves as being problem solvers here in the Midwest and have a track record to prove it. This committee is the best group of problem solvers that we have in District 4, and they have my complete confidence and support.

We also have a strong and united membership that is prepared to stand behind this bargaining committee through thick and thin. Our members will be well-informed and mobilized throughout the negotiations.

We are in tough and changing times. However, we believe that if companies like AT&T do their part by taking the high road of good middle class jobs, we can rebuild the American dream of good jobs and strong communities in the Midwest and across the country. CWA and AT&T have a long-standing relationship. While we don't always agree, we are here, ready to roll up our sleeves and get to work at solving the problems we face together in order to negotiate a contract that moves all of us forward.

 
 

CWA D4 AT&T Midwest Bargaining Report #1

On February 29, 2012 we will begin contract negotiations for 15,000 AT&T core employees in the Midwest. There are also negotiations beginning on that day for another 30,000 members in Connecticut, District 9 (California/Nevada) and the Nations "Legacy-T" unit. All four of those contracts expire on April 7th.

The proposals our committee makes are the result of input from your bargaining surveys. In CWA, negotiations start and end with our members expressing their views.

These bargaining reports will come out on a regular basis, with the frequency dictated by the pace of bargaining. There will be little ‘news' in the early stages, thus these reports will be once a week or so. As the pace increases the reports will become more frequent.

MOBILZATION NEWS: Locals in District 4 have been preparing members for the fight ahead. Our State Mobilization Coordinators have trained hundreds of activists and are on track to complete training for 1,000 Mobilizers across the Midwest. CWA members are united and willing to do ‘Whatever it Takes' to achieve a fair contract with AT&T. Our contract expires on April 7, 2012 and covers 15,000 members in the Midwest.

Information Sharing

With the company changing at a rapid pace and bargaining less than one year away, we have been looking at ways to improve our communication process with our membership.  One of the avenues we have decided to use is text messaging.  We can use this method to communicate bargaining updates, mobilizations, and general information for our Local.

Times are getting tough, with the steady decline in good jobs, and health care coverage and retirement benefits becoming a thing of the past. Corporations are continuously intimidating, harassing and even firing workers for trying to join a union. We all need to take a stand and tell Government that enough is enough.
